To Rem Koolhaas, his exposed concrete, aluminum and glass structure—opened in 2003—is a symbol of both Dutch openness and conventional civil service security. A free-standing cube is framed by an L-shaped building that contains living quarters and completes the city block. From the entry, a hallway known as the “trajectory” spirals through the cube via the library, meeting rooms, fitness area, and restaurant, and terminates at the roof garden.
